Conceivably, getting people to pick up after their dogs sounds like a bigger chore than throwing the remains out.

However, Roxborough resident Don Simon reports people are doing the work, but then tossing the bags haphazardly.

"Lately, we have noticed that people are picking up after their pets but leaving the poop filled bags lying on the ground," he said.

To make his point, Simon provided photos of the discarded bags found at Lyceum and Manayunk Avenues, as well as near the Wissahickon Creek.

According to Philly 311, people must immediately bag and properly dispose of their dog's business.

"To report residents who do not clean up after their pets... please call the Animal Care & Control Team (ACCT) powered by the Pennsylvania SPCA (PSPCA) at 267-385-3800 or visit their website," the city said.
