parking issues on Ripka Street

I have one car. Some of my neighbors have mote than teo per row home because they are renters. There is NO parking. Cops randonly ticket if you park on an X even if there is not parking anywhere. Although some people park ebtirely on the x and never get a ticket. So I am thinking someone is calling on me. I have two small kids and a bad back and this patking situation is crazy. I got two $40 tickets that I fought online and lost so now it says I owe $184. Who can I reach out to about this issue?
