Former Cop Arrested for Roxborough Luring Attempt, Police Say

Leo Haley, 72, charged in attempted abduction on Voigt Road.

Philadelphia Police said Thursday that it arrested a 72-year-old Roxborough man for an October abduction attempt, which has left the community paranoid and on the lookout.

Leo Haley, 72, from the 4300 block of Lauriston Street, is accused of attempting to lure an 8-year-old girl into his car on the 7000 block of Voigt Road Oct. 17 at 12:30 p.m., police said in a news release.

Leo Daniel Haley, with the same age and address, is listed on the PA Megan's Law Public Website as a registered sex offender for sexual abuse of children in regards to child pornography. In 2010, The Philadelphia Inquirer reported Haley faced 100 child porn charges. According to court records, he plead guilty and and was sentenced to six months to 23 months in prison and seven years of probation.

According to NBC10, Haley is a retired police inspector.

Since the Voigt Road incident and other similar encounters, Roxborough and Manayunk residents have called police, posted on forums, and emailed Patch about supposed sightings.

The same day as the Voigt Road incident, four Shawmont Elementary School students told administrators that a "droopy-eyed man" threatened them at the intersection of Shawmont and Ridge Avenues, Patch previously reported. Additionally, NewsWorks.org reported that students from Green Woods Charter School in Manayunk shared a similar encounter.

Police are investigating if those incidents are connected, NBC reported.

Haley faces unlawful restraint, terrorist threats, luring a child into a vehicle and harassment charges, police said.
