Philadelphia Water Department talks problems with residents.
The work at the Upper Roxborough Reservoir has yet to improve the neighborhood's flooding problem. But Philadelphia Water Department officials say when their swle project finishes next spring, drainage will get significantly better. Joanne Dahme, water department spokeswoman, met with Upper Roxborough Civic Association members Dec. 12 to discuss headaches the $2 million project has caused for residents of Lare, Summit, Eva and other adjacent streets. Paving, flooding and some safety issues have occurred since the work began. The water department began the capital project this fall in an effort to use the inoperative reservoir to better handle stormwater in Upper Roxborough. Patch previously reported that the Water Department's aim is to …

Philadelphia Water Department says break occurred near large summer incident.
For the second time in six months, a water main break plagued the Green Lane end of Main Street—though the more recent one left far less damage. Early Sunday morning, the Philadelphia Water Department responded to a 6-inch water main break emanating from the 100 block of Carson Street—the alley-like street behind the U.S. Post Office and near the SEPTA Manayunk station entrance. Water department spokesperson Laura Copeland said the break, which happened around 6 a.m. Nov. 25, left six residents and one business without water for most of the day. Service returned by 3 p.m., she said. The break happened on the side street but the water trickled to Main Street. Unlike the May 16 incident, which flooded several businesses and closed the Green …

Bomb squad confirmed weapon was inert but neighbors concerned about children's safety.
The bomb squad from the Philadelphia Police Department swept the Upper Roxborough Reservoir Sunday afternoon after neighborhood children found a grenade while playing. Amid the Philadelphia Water Department's stormwater basin project, neighborhood children dug up an old weapon. Although Philadelphia Police said Monday the inert grenade was deemed harmless, parents say fencing around the project is inadequate. "My son came running down the street with a real grenade. Thankfully, one of neighbors got him to put it back and we called the police, but we are worried about what's up there," Evergreen Avenue resident Dawn Snyder said. Four boys found the granade Sunday afternoon while playing near the construction site off Summit Avenue. Police …

Water flow quickly ceased on small Manayunk block.
Update: 2:45 p.m. Philadelphia Water Department crews quickly controlled a water main break Monday morning on the 10 block of Osborn Street in Manayunk. However, some properties remain without water. A six-inch water main break erupted around 9:30 a.m. Monday morning at the dead-end street off of Ridge Avenue, flooding the small block's lower end, PWD spokesperson John DiGiulio said. Crews quickly contained the water flow after arriving on scene. A worker on site said the valve was immediately turned off and that they were waiting for the pooled water to dissipate. DiGiulio said that although the flow quickly stopped, 11 properties remained without water service throughout Monday. He said he expected service restoration to occur within a …

Rochelle Avenue project brings headaches to Wissahickon residents.
As a Philadelphia Water Department utility project on Rochelle Avenue stretches into the fall, Wissahickon residents are getting frustrated. Neighbors along the normally sleepy 200 block of Rochelle Avenue have voiced frustrations through emails, phone calls, civic meetings and message boards, complaining that the overhaul negatively impacts parking, causes poor access for emergency vehicles, churns up dusk, and drives animals onto their properties. Although the water department admits the work causes "inconvenience" and is "intensive," spokesperson Joanne Dahme also called it "necessary," and the department has received fewer complaints than expected. "Our office has received fewer than expected calls, questions and complaints concerning …

Natural Lands Trust holds public meeting for area's future.
While the Philadelphia Water Department already began construction earlier this summer on the Upper Roxborogh Reservoir to help the area's stormwater maintenance, one environmental group wants your input on what the future holds for the pristine section. Natural Lands Trust obtained a grant to develop a comprehensive plan for the reservoir area following the water department's work. According to the Upper Roxborough Civic Association, planners will meet with public Sept. 5 at 6:30 p.m. to discuss what's in store. "At this meeting NLT will gather some initial ideas from the community which they will develop into an interim plan. They will come back at some future point for comments before convening a third meeting to present the final …

Water department activity shuts down the Shawmont area's main road.
Ongoing activity will close a street in Shawmont for the next two weeks, the Philadelphia Water Department said in a news release. The installation of a 300-foot section of a storm sewer will close Shawmont Avenue through Sept. 2 from from Eva to Minerva streets, according to a news release. The road exists as a link from Upper Roxborough to Manayunk, so motorists should plan for other routes when traveling between the areas near Umbria Street. According to the water department, the work intends to provide storm water flood relief in the hilly and largely undeveloped neighborhood. This work is part of a larger plan that "also entails work along Summit Avenue and Eva Streets to reduce flooding to properties along Eva Street and residents …

Crews on-site are cleaning up 12-inch main break at Ridge and Manayunk Avenues.
A 12-inch water main break erupted onto Ridge Avenue early Thursday morning, though crews quickly shut it down avoiding major traffic backups. Throughout the day, workers repaired the area, and altered the traffic flow. The traffic-light intersection at Ridge and Manayunk Avenues, more-or-less the Roxborough-Wissahickon-Manayunk border, witnessed a break just before 7 a.m. Thursday, Philadelphia Water Department spokesperson John DiGiulio said. Unlike the major breaks in Tioga or Bainbridge Street earlier this summer—or the Main Street, Manayunk one in May—the break was relatively small. Crews had it shut off by 7:45 a.m., he said. Some homes in the immediate area experienced water coming into their basements. Additionally, the work …

The Philadelphia Water Department presented their proposed rate increase Tuesday at Roxborough Memorial Hospital.
Residential water bills in Philadelphia could increase up to 28.5 percent over the next four years, according to information given at the second of five public hearing on the proposed increases at Roxborough Memorial Hospital Tuesday evening. Philadelphia Water Department (PWD) representatives gave a presentation on why the department is proposing the hikes. “We know times are hard and the economy is down and we raise rates as a last resort,” said Joanne Dahme, public affairs manager for PWD. "What we are proposing is not a done deal, it is what we think is necessary for us to operate in a sound manner," she added. The Increase: Challenging the Increase Because regulations require a public advocate to challenge the necessity of rate …

Philadelphia Water Department to hold public hearings on rate increase.
If you want any say about your water bill going up, now is your chance to weigh in. The Philadelphia Water Department announced a series of public meetings to be held throughout July for utility customers to discuss the proposed rate hike. Currently, the average monthly bill is $57.43. If adopted, the rate would go up $3.52 in October 2012, a 6.1 percent increase. Over the next four years, the rate would gradually increase, with the eventual average monthly bill totaling $73.82 in 2016. In a news release, the Water Department said the increase would boost revenue $316.2 million from October 2012 through June 2016. “Water rates fund the day-to-day operation of our 6,000-mile water and sewer pipe network, pumping stations, water and …
